2Justification

The ministries and governorates run 68 government e-services through separate portals and legacy systems that do not talk to each other; a citizen deals with several bodies and service centres for a single transaction, and transactions that need checking take 21 days on average. The unified government e-services platform brings them into one digital journey: civil-status extracts, the «no criminal record» certificate, vehicle and property services, building permits from the administrative units, local fees and utility subscriptions.

3Objectives

  1. Bring 68 government e-services for citizens into one platform and one journey
  2. Cut the average time for transactions that need checking from 21 days to 5
  3. Lift citizen satisfaction with digital services to 88%
  4. Reduce cost per transaction by 60%

Strategic objectives served

  • SO-5.1 — Integrated digital government services for citizens
  • SO-6.1 — Comparable public-service quality in every governorate
  • SO-5.2 — Sound governance and effective follow-up of projects and data

4Expected benefits

KindBenefit
SatisfactionHigher citizen satisfaction with digital government services — target 88 %
Cost savingLower cost per e-service transaction — target 900 SYP / transaction
Time savedShorter time for transactions that need checking — target 5 days
