What the requester wrote on the intake form

Problem
Homs old souq and its covered markets were damaged; hundreds of craft and trade shops closed and their owners moved to the city’s edges.
Current state
62% of the shops are closed, the stone roofs of three markets are at risk of collapse, and most of the souq has no working power or drainage.
Objective
Rebuild the souq in phases while keeping its heritage character, and reopen 80% of the shops within three years.
Expected scope
Documenting the current state, strengthening roofs and walls, power, water and sewer networks, stone paving, and a return programme for shop owners with Homs Governorate and the city council.

Expected benefits

Revenue

Trade activity of about SYP 110M a month back in the souq

Productivity

600 craftspeople back in their workshops

Compliance

A registered heritage site protected under the antiquities rules

Survey the ground before the design freeze

From Sheikh Najjar Industrial City Rehabilitation

Digging found soft soil, groundwater, rubble and undocumented utility lines; the services building’s foundations were redesigned.

Recommendation: Make a geotechnical, utility and rubble survey part of feasibility for any reconstruction on a damaged site.

Confirm the land before approving the project

From Al-Mayadin General Hospital

The project was approved before Deir ez-Zor Governorate allocated the land, and stopped after the design award.

Recommendation: Do not pass a construction request to committee without a final land-allocation decision.
