Strategy cycles
Each cycle is one strategic plan with its horizon and pillars. Starting a new cycle closes the previous one; its final results are kept exactly as they were, read-only.
A new horizon and new pillars: start an empty cycle, or copy what you choose of the current cycle’s pillars, objectives and KPIs.
Strategy management starts it from this page.

Development Strategic Framework 2026–2030
Recovery and reconstruction balanced across the governorates
Six pillars, eight directions, 12 objectives, 32 KPIs and 15 initiatives over three phases to 2030, delivered through the 2026–2028 medium-term plan and the plans of the 14 governorates, reviewed every quarter and updated with a new version after each annual review.
The Q3 2026 review update ahead of the 2027 cycle: the citizen digital-satisfaction target, the national PMO maturity rhythm, the proposed “innovation” value and a population-census initiative under study.
The update after the transitional cycle closed: more weight on “Reconstruction & Infrastructure”, two qualitative KPIs (project data quality, national PMO maturity), the investment-savings target, and the governorate-services initiative moved under the public-service quality objective.
The first version: a vision to 2030, the six pillars, 12 objectives, 30 KPIs and 15 initiatives, with the 2026–2028 medium-term plan as its delivery tool.
