What the requester wrote on the intake form

Problem
Qamishli airport runs on an ageing runway and terminal that cannot take agricultural cargo flights or the growing passenger traffic from the eastern governorates.
Current state
The terminal handles 150,000 passengers a year against expected demand of 400,000, and the navigation and lighting systems need replacing.
Objective
Upgrade the airport with a rehabilitated runway, a new terminal and a refrigerated cargo station for farm produce, co-funded with the Syrian Development Fund.
Expected scope
Runway and lighting rehabilitation, a new terminal, a refrigerated cargo station and navigation systems, with the Ministry of Transport.

Expected benefits

Revenue

Estimated operating revenue of SYP 150M a year

Time & speed

Time for farm produce to reach markets down 70%

Settle the funding before the tender

From Baniyas Pilot Seawater Desalination Plant

The project was put on hold because its allocation was not in the investment plan after the tender went out.

Recommendation: For co-funded or Development-Fund requests, attach an in-principle allocation approval before committee review.

Confirm the land before approving the project

From Al-Mayadin General Hospital

The project was approved before Deir ez-Zor Governorate allocated the land, and stopped after the design award.

Recommendation: Do not pass a construction request to committee without a final land-allocation decision.
