The request as filed

What the requester wrote on the intake form

Problem
Farming on the Hauran plain relies on flood irrigation from weak wells; half the water is wasted and wheat and vegetable yields fall year after year.
Current state
9,000 m³ per hectare a year, diesel pumps running 10 hours a day, and well levels falling two metres a year.
Objective
A modern drip and sprinkler network covering 12,000 hectares with solar pumping, cutting water use 45%.
Expected scope
Design, irrigation networks and tanks, solar pumping stations and farmer training, with the Ministry of Agriculture and Daraa Governorate.

Expected benefits

Savings

Pumping cost for farmers down 60%

Sustainability

Water use down 45% and diesel generators retired

Grid-connection approvals take 4–6 months

From 20 MW Qalamoun Solar Field

The electricity transmission & distribution establishment took five months to approve connecting phase one to the grid.

Recommendation: Put the grid operator’s approval on the critical path of any energy or water-pumping request.

Settle the funding before the tender

From Baniyas Pilot Seawater Desalination Plant

The project was put on hold because its allocation was not in the investment plan after the tender went out.

Recommendation: For co-funded or Development-Fund requests, attach an in-principle allocation approval before committee review.
