RSK-0001Unified Government e-Services Platform
Civil-registry identity and interoperability interfaces not ready on time
A risk's detail, response, contingency and residual risk.
Risk statement
From cause to event to impact — with the preventive controls before the event and the contingency after it
Cause
The platform depends on a shared Ministry of Interior test environment for civil-registry identity checks, and the updated national interoperability specification — the channel that brings ministry data and e-payment fees — has not been delivered
Preventive controls
- Reserve a dedicated Ministry of Interior test environment for three months
- Build an interoperability-framework simulator so development continues without the environment
- Weekly checkpoint with the civil-registry team on interface readiness
3 / 4
Event
Civil-registry identity and interoperability interfaces not ready on time
The test environment is still unavailable on 2026-11-15, or integration testing fails twice in a row
Contingency
Launch wave 1 with the services that need no ministry link (local fees, document requests, the fee calculator) and move automatic civil-registry checks to wave 2
Impact
A 40-day integration slip pushes wave 1 and the official launch past March 2027 and keeps citizen-data checks manual at the service centres, with about SYP 60M of extra vendor team cost
