Reason for change

The Ministry of Interior asked to bring civil-record transfer and record merge into the first release

Justification

About 3,200 transfer and merge requests come in a month; leaving the service for wave 2 keeps them on paper six more months and loads the civil-registry offices and service centres

Why this route

The route is built from the request’s kind and impact level under the approved authority matrix.

Impact levelModerateUp to SYP 125M and 90 days

  • Impact SYP 46.3M and 21 days — «moderate», so the Change Committee decides.
  • It has a financial link, so Finance & Procurement take part before the decision.
  • It changes scope or deliverables, so the project owner must accept it.

Change committee vote
