2Justification
The problem or need
There is no single data-protection and classification policy for public bodies, and the gap assessment found 37 controls missing in the government systems the Authority follows.
Today
Most bodies have no data protection officer, there is no record of processing, and 12 systems collect citizens’ personal data unclassified.
3Objectives
- A national data-protection and classification policy adopted by public bodies, applied in the main government systems before the end of 2027.
Strategic objectives served
- SO-4.2 — Develop rural areas and spur agricultural investment
- SO-2.2 — Rebuild damaged areas and provide replacement housing
4Expected benefits
| Kind | Benefit |
|---|---|
| Compliance | All 37 compliance gaps closed |
| Cost saving | Avoids the cost of data breaches and system rebuilds |

| Low user adoption of the new solution | Medium | A change plan and champions in each body |
