2Justification
The problem or need
Forty schools in eastern Aleppo are partly damaged; their pupils are taught in neighbouring schools on double shifts or in prefab classrooms, and some drop out.
Today
Classes average 52 pupils, 31% of host schools run double shifts, and 14 schools have no safe drinking water or working toilets.
3Objectives
- Rehabilitate the forty schools structurally and equip them with desks, water and solar power, bringing 24,000 pupils back to their own schools by September 2028.
Strategic objectives served
- SO-5.1 — Integrated digital government services for citizens
- SO-6.1 — Comparable public-service quality in every governorate
4Expected benefits
| Kind | Benefit |
|---|---|
| Time saved | Ends double shifts in 31% of host schools |
| Satisfaction | 24,000 pupils back in their own schools |
| Cost saving | No more renting 60 prefab rooms — about SYP 105M a year |

6Initial risks
| Risk | Level | Proposed response |
|---|---|---|
| Supplier delay in delivery or implementation | Medium | Delay penalties and a phased delivery plan |
| Worse structural damage found once work starts | Medium | A detailed structural assessment of each school before tender |
| Allocation not made in the 2027 investment plan | High | Split delivery across two fiscal years |
